The Pastoralists and Graziers Association of WA (PGA) is a non-profit industry organisation established in 1907, that represents primary producers in both the pastoral and agricultural regions of Western Australia.
The PGA commends WorkSafe WA and the Mining and Petroleum Advisory Committee (MAPAC) for the collaborative tripartite consultation process that led to the development of this Code. The Code provides valuable legal certainty through its clear three-part threshold test, helping distinguish workplace health and safety obligations from standard residential tenancy arrangements.
The inclusion of dedicated guidance for the agricultural sector is particularly welcomed, as it recognises the diverse accommodation needs associated with seasonal workers, shearers, backpackers, and mobile workforces. The practical, risk-based approach outlined in the hazard management and facilities guidance sections offers producers clear and achievable measures for conducting self-assessments and implementing improvements.
Additionally, the recognition of psychosocial hazards such as isolation, fatigue, harassment, and limited communication access reflects the realities of remote work environments, with the recommended controls providing a balanced and practical framework for supporting worker wellbeing.
